TM07 Hail can be purchased in the Mistralton Pokémon Center at the desk where TMs are sold.
The Mistralton Pokémon Center is found directly north of the entrance to the city. In order to reach Mistralton City, you’ll first need to defeat Gym Leader Clay in Driftveil City and also make it through Chargestone Cave.
In Pokémon Black and White, Poké Marts are no longer a separate building, and are instead included inside Pokémon Centers. The desk where items are sold can be found to the right of the PokeCenter’s entrance.
TM07 Hail Location
Step 1: Starting at the entrance to Mistralton City, head Northeast and enter the Pokémon Center.
Step 2: Speak to the clerk closest to the entrance to buy TM07 Hail.

Hail Details + Uses
TM07 Hail is a Weather move that changes the condition of battle.
Once Hail is used, non-Ice-type Pokémon participating in battle will take damage each turn. Hail lasts 5 turns, or until another weather move is used.

Here are some key takeaways to note about TM07 Hail:
- Using TM07 Hail creates a hailstorm. This event lasts 5 turns or until another Weather move is used.
- Unless a Pokémon is an Ice-type, it will take damage from Hail. The move will damage 1/16th of a battling Pokémon’s HP each turn.
- Certain abilities benefit from the use of Hail.
- Pokémon with the Ice Body ability will recover 1/16th of their max HP every turn.
- Pokémon with the Snow Cloak ability will see their evasiveness increase by 20%.
- Hail will last 8 turns (increased from 5) if the user is also holding an Icy Rock. This is a huge advantage for Ice-type Pokémon.
- TM14 Blizzard will always hit if used during Hail conditions. This is a game-changing boost for a move with devastating damage (110 Power) but only 70% accuracy.
- Hail will fail if used in extreme weather conditions. These conditions include heavy rain, extremely harsh sunlight, or strong winds.
There aren’t many great Ice-types in Pokémon Black and White, so TM07 Hail may not be a wise investment at this point of your journey.
If you’d like to pair the move with a Pokémon in your party, consider teaching it to Vanilluxe. Its Ice Body ability will provide consistent healing in hailstorm conditions, and it is one of the better Ice-types that can be caught early game.
Note: Keep in mind that Vanilluxe will learn Hail at level 42, so it may be better to spend your 50,000 Pokémon Dollars on a different TM if you go that route.
