TM07 Hail can be purchased in the Mistralton Pokémon Center at the desk where TMs are sold.
The Mistralton Pokémon Center is found directly north of the entrance to the city. In order to reach Mistralton City, you’ll first need to defeat Gym Leader Clay in Driftveil City and also make it through Chargestone Cave.
In Pokémon Black and White, Poké Marts are no longer a separate building, and are instead included inside Pokémon Centers. The desk where items are sold can be found to the right of the PokeCenter’s entrance.
TM07 Hail Location
Step 1: Starting at the entrance to Mistralton City, head Northeast and enter the Pokémon Center.
Step 2: Speak to the clerk closest to the entrance to buy TM07 Hail.

There aren’t many great Ice-types in Pokémon Black and White, so TM07 Hail may not be a wise investment at this point of your journey.
If you’d like to pair the move with a Pokémon in your party, consider teaching it to Vanilluxe. Its Ice Body ability will provide consistent healing in hailstorm conditions, and it is one of the better Ice-types that can be caught early game.
Note: Keep in mind that Vanilluxe will learn Hail at level 42, so it may be better to spend your 50,000 Pokémon Dollars on a different TM if you go that route.
