There are two ways to acquire the Steel Wing TM in Pokémon Crystal:

Method #1: Find it on the center platform of the first floor of the Rock Tunnel, which is north of Kanto’s Lavender Town. Flash is recommended but not necessary.

Method #2: Receive it from a celebrity NPC living in a secluded house on Kanto’s Route 28. This area of Route 28 is accessible by going east from the Mt. Silver Pokémon Center. Cut is required.

These are both late-game locations, so you won’t be able to get the Steel Wing TM until you’ve made some progress collecting Gym badges in Kanto.

Prerequisites

Both Rock Tunnel and Route 28 are late-game areas that you can only access in the post-game.

Here’s what you’ll need to get TM47 from these locations:

Method #1: Rock Tunnel

  1. Obtain all eight Johto Badges.
  2. Defeat the Elite IV and Champion Lance at the Indigo Plateau.
  3. Receive the S.S. Ticket from Prof. Elm in New Bark Town.
  4. Board the S.S. Aqua to sail to Kanto’s Vermillion City.
  5. Make your way north to Saffron City, then east to Lavender Town.

Method #2: Route 28

  1. Obtain all eight Kanto Badges.
  2. Speak to Prof. Oak in Pallet Town to gain access to Route 28 from the Pokémon League Reception Gate.

Getting TM47 Steel Wing (Step-by-Step)

Method #1: Inside Rock Tunnel

Step 1: Find the entrance to the Rock Tunnel on Route 10.

Start by leaving Lavender Town toward the north and turning right at the fork.

Continue following this road until you find the Rock Tunnel’s entrance to the north.

Step 2: Once you’re inside Rock Tunnel you can use Flash if you want, but it’s not required.

Just walk forward in a straight line until you’re standing next to an item, which should be clearly visible in the darkness.

Method #2: Gift from an NPC in a Cabin on Route 28

Step 1: Starting from the Pokémon Center on Route 28 near Mt. Silver, go right until you see a small tree that can be cut.

Step 2: Use Cut to remove the small trees on your way as you continue going right.

Step 3: Keep going right until you find a little house in the woods. Go inside.

Step 4: You’ll get TM47 Steel Wing from the celebrity hiding in here. She gives you the TM in exchange for keeping her location secret.

TM47 Steel Wing Details + Uses

Steel Wing offers excellent balance between damage-dealing and utility.

Although the 70 Power might feel a bit underwhelming for a move with only 90% Accuracy, the 10% chance of raising your Pokémon’s Defense makes up for it.

Tip: It’s a must-have for any Flying-type Pokémon that can learn it, as it provides a super-effective counter against Rock and Ice-type Pokémon.

The #1 ideal Pokémon to learn Steel Wing is Skarmory, but they’ll learn Steel Wing at Level 49 anyways without needing the TM.

Instead, consider teaching this move to one of the following fliers:
