There are two ways to obtain Bright Powder in Pokémon Omega Ruby & Alpha Sapphire.
The first method is to head over to the Battle Maison’s Exchange Service Corner and trade 48 Battle Points (BP) for it. This is a repeatable method.
Alternatively, you can steal a Bright Powder from wild Wurmple, Volbeat, or Illumise using TM46 Thief. While Wurmple can be found on any of the early routes in the game, Volbeat and Illumise are only available on Route 117.
Method 1: Battle Maison’s BP Shop
The Battle Maison operates similarly to the Battle Tower from previous generations. Although this is only open to you in the post-game after you beat the Pokémon League.
If you don’t know where the Battle Maison is, just head over to the Battle Resort’s Pokémon Center to get started.
Step 1: From the Battle Resort’s Pokémon Center, proceed slightly east and then head up the staircase at the nearby intersection.

Step 2: After going up the stairs, just keep going north and enter the Battle Maison.

Step 3: Once you’re inside you’ll see two staircases going upstairs. Head up the right one.

Step 4: On the second floor you’ll find one of the Exchange Service Corner’s attendants. If you’ve got at least 48 BP then you can purchase some Bright Powder from her.

Method 2: Stealing from Wild Wurmple, Volbeat, or Illumise

You can get Bright Powder as held items taken from wild Wurmple, Volbeat, or Illumise.
Refer to the table below for the routes where you can find each of these Pokémon. You can find them in any patch of tall grass in those routes.

When you encounter any of these Pokémon in the wild, there’s a 5% chance it will be holding a Bright Powder. By using a Pokémon with TM46 Thief you can steal the item from it.

To further increase the chances of finding a Bright Powder you can use your DexNav’s Detector Mode. It’s fairly simple:

After catching a specific species of Pokémon, you can use the DexNav to track more of the same species in the wild.
Each encounter with this Pokémon, regardless of whether you catch it, will increase the DexNav’s search level. As this level rises the likelihood of encountering Pokémon carrying items also increases.
What Does Bright Powder Do?

Bright Powder is a held item that reduces opponents’ move accuracy by 10% when they target the holder. It functions similarly to the Lax Incense.
While a 10% reduction in accuracy may appear insignificant, it can still have a notable impact during battles. It is particularly effective against opponents whose movesets rely on high-power, lower-accuracy moves such as Hurricane, Focus Blast, or Stone Edge.
This item can potentially cause your opponent to miss a crucial turn, making it a decisive factor in winning or losing a battle.
But for moves that are already perfectly accurate, the effect of Bright Powder may be less noticeable – as these moves rarely miss even with the slight accuracy reduction.
Due to its situational nature, Bright Powder isn’t always useful during a typical playthrough. So there may be better items you should be running instead.
Tip: In competitive battles it would common to see Bright Powder paired with the Sand Veil ability on Pokémon like Garchomp. Sand Veil enhances evasion during a sandstorm, making it even more challenging for opponents to land accurate moves consistently.
