
TM07 Hail is hidden behind a couple ice puzzles in the depths of Shoal Cave, specifically when it’s at low tide. This cave is located north of Mossdeep City on Route 125. As long as you’ve been to Mossdeep City, you can access Shoal Cave anytime. We’ll cover the exact step-by-step process to reach TM07 below.
Shoal Cave features a low tide and high tide mechanic, which makes some areas inaccessible depending on the time. To acquire the TM, Shoal Cave needs to be at low tide.
The move Hail summons a hailstorm for five turns. At the end of each turn, hail pelts all active Pokémon, damaging them a bit. Hail is mainly used to take advantage of Blizzard, a powerful move that doesn’t miss if used during a hailstorm.
TM07 Location (Step-by-Step)
Before heading over to Shoal Cave, you should do a few things:
- Have access to Mossdeep City
- Bring a Pokémon that knows Surf
- Bring your Mach Bike
Tip: To escape immediately after exploring Shoal Cave, you can also bring a Pokémon with Dig or bring an Escape Rope.
Also, be sure to go to Shoal Cave only when it’s low tide, since the cave that contains the TM won’t be accessible during high tide.

Once you’re ready, go to Mossdeep City’s Pokémon Center to start.
Step 1: Follow the path that leads to Mossdeep City’s south shore.

Step 2: Go down the stairs and head north by the shore.

Step 3: From here, Surf directly east.

Step 4: Once you reach Route 125, Surf north.

Step 5: Disembark here and enter Shoal Cave.

Step 6: Follow the path heading north.

Step 7: Enter the cave entrance at the north wall.

Step 8: Enter another cave entrance on the right.

Step 9: Using your Mach Bike, head up the muddy slope.

Step 10: Slide down the slope and head south.

Step 11: Climb down the ladder to enter the icy cave.

Step 12: Continue walking south to reach the first ice puzzle.

Step 13: To solve the first ice puzzle, follow the exact path in the image below.

Step 14: Head north to reach the second ice puzzle.

Step 15: To solve the second ice puzzle, follow the exact path in the images below (2 images).

Step 16: Continue to follow the path in the image below

Step 17: At the end of the puzzle, the TM for Hail should be on the ground.

TM07 Hail summons a hailstorm for five turns, replacing any other existing weather effects that may have been present.
It damages both active Pokémon in battle for 1/16 of their maximum HP, except for Ice-types.
Hail’s persistent damage is an effective way of dealing with Pokémon with the ability Sturdy, or with the held item Focus Sash.
Hail also activates some Pokémon’s abilities, such as:
- Icy Body – During a hailstorm, the user will regain 1/16 of its maximum HP at the end of each turn.
- Snow Cloak – Raises the user’s evasion by 20% in a hailstorm.
- Forecast – Changes Castform to its Snowy Form, its Ice-type form.
However, the most effective way of using Hail is pairing it with the move Blizzard. In a hailstorm, Blizzard’s abysmal 70% accuracy becomes a perfect 100%, removing the move’s only downside.
Tip: Abomasnow’s ability, Snow Warning, summons a hailstorm when entering battle. This strategy is, by far, the most efficient way of running a Hail team. You can also let Abomasnow hold an Icy Rock, an item that extends the duration of a hailstorm from five turns to eight turns.
