TM10 Hidden Power Location (Step-by-Step)
Fortree City is located between Route 119 in the west and Route 120 in the east. It should be accessible once you’ve done a few things:

- Dealt with Team Aqua/Magma in the Weather Institute at Route 119
- Defeated your Rival at Route 119
