TM41 Torment is located inside Victory Road. You’ll find it on the ground near the entrance, but you’ll also need a Pokémon that can use Rock Climb to reach the TM’s exact location.
This is also the only way to get TM41 in Pokémon Platinum.

TM41 Torment Location (Step-by-Step)
TM41 Torment is located inside Victory Road near the entrance that’s closest to Sunyshore City.
But this TM can only be obtained after defeating every Gym Leader and Surfing to Victory Road from Sunyshore.
And other than Surfing to Victory Road, the only other HM you need is HM08 Rock Climb to obtain the TM itself.
Once you have a Pokémon with Rock Climb in your party, Fly to the Victory Road Pokémon Center and walk into the cave entrance to the east.
Once you’re inside, walk across the bridge to the north to reach the hill.
Directly at the end of this bridge you’ll see a small Rock Climb spot immediately to the right-hand side.
Use Rock Climb on the rock wall next to the bridge to go down to the lower level.
At the bottom of the Rock Climb spot in the hill, turn left and head that way (passing under the bridge).
Travel westward as far as you can, then turn to head up north.
At the end of the narrow passageway is a Poké Ball item on the ground containing TM41 Torment

Torment is challenging to use effectively, which might be why it isn’t a more popular status move.
Most of its uses only present themselves in rare situations, and they often necessitate forming predictions about the target’s future actions. That can be difficult even for veteran players.
All of this makes Torment hard to justify using a move slot for.
Best Torment Strategies
One of Torment’s better uses is shutting down holders of Choice items (Band, Scarf, Specs). These held items raise a specific stat by 50%, but lock the holder into only using one type of move.
Torment will force these Pokémon to use Struggle every other turn.
This works especially well if the Torment user has the Prankster Ability, which gives status moves a priority boost and will allow Torment to be used before the target can act first and ruin it.
The downside is that Torment can be countered simply by switching the afflicted Pokémon out of battle, which Choice item users typically do anyway.
If you’re mulling over teaching Torment to a Pokémon, you might consider whether or not Taunt suits your strategy better.
Taunt lasts between three and five turns and completely prevents the target from using status moves. This counters some of the more dangerous Pokémon battle roles like Swords Dancers and Dual Screeners, which is arguably much more helpful than Torment’s uses.

- Torment bypasses Substitute but is blocked by Protect.
- Torment cannot be passed to another Pokémon through the use of Baton Pass.
- If a move is selected before the user is afflicted by Torment, the chosen move will still be used in that turn.
