The only copy of TM69 Rock Polish is found in Mt. Coronet, just past the entrance to the east of Eterna City. It requires the Hidden Moves Rock Smash (HM06) and Strength (HM04) to access.

TM69 Rock Polish Location (Step-by-Step)
TM69 lies within Mt. Coronet, which has multiple entrances.
The entrance you want is just east of Eterna City, on Route 211.
Make sure you have Pokémon that know the Rock Smash and Strength in your party, then head north up the street from Eterna City’s Pokémon Center. And then turn east, passing in front of the Team Galactic Eterna Building.
Move across or around the hill containing Eterna’s statue, and continue eastward.
Exit Eterna City via the eastern entrance.
On Route 211, keep going east. Cross the bridge when you come to it.
On the other side of the bridge, Mt. Coronet’s entrance will be right in front of you.
TM69 will be directly north of you where you enter Mt. Coronet, sitting on the other side of a wall.
To reach it, go around and use Rock Smash on the rock to the east, and then use Strength to push the boulder up out of the way.
This is the only copy of TM69 you will find in the game, so be very selective when choosing a Pokémon to teach it to.

Rock Polish might not seem like a very handy move, since using it takes up a turn. But it can be instrumental in some highly effective strategies.
For instance, powerful Pokémon like Metagross and Rampardos might not get far in a battle if they have to take damage during every turn due to their stunted agility – but with a +2 boosted Speed stat, they could single-handedly tear through a team that doesn’t have adequate defenses against a lightning-fast powerhouse.
If you have Rock, Steel, or Ground types on your team, Rock Polish is worth considering.

- If Rock Polish is used in a Pokémon Contest in the Tough category, it will earn the user 3 Appeal Points and enable it to move earlier during the next turn.
