You can buy TM 14 Blizzard from the Technical Machine Shop in the Seafolk Village Pokémon Center. This same shop also sells the following TMs: TM04, TM15, TM22, TM25, TM34, TM38, TM52, TM68 and TM71.
Seafolk Village is located on Poni Island. You will gain access to Seafolk Village after completing the following main story events:
- Clearing the Ula’ula Island grand trial
- Rescuing Lillie from Aether Paradise
Obtaining TM14 (Step-by-Step)
During a main story playthrough you’ll arrive at Seafolk Village from the pier located on the southeast.
Step 1: Walk a short distance west until you leave the pier.
Step 2: Once you leave the pier, walk north until you reach the central platform.
Step 3: Take the path to the left on the central platform.
Step 4: Continue on the left-side path and walk north, past the first pier.
Step 5: Continue north and then turn left at the second pier.
Step 6: Enter the Pokémon Center once you see it.
Step 7: Inside the Pokémon Center, walk to the counter on the right side.
Step 8: Talk to the clerk on the right side of the counter to access the TM Shop. Select “Buy” from the menu.
Step 9: Select Blizzard, which is the second item from top to bottom. This TM will cost 30,000 PokéDollars.

Blizzard is a damage-dealing move that also carries a 10% chance of inflicting Freeze on the target.
While being extremely powerful, Blizzard is also somewhat unreliable because of its 70% accuracy. Despite this minor drawback, Blizzard’s 110 BP makes up for the occasional misses.
When used under snow, Blizzard will bypass all accuracy checks. Because of this, the move is considered a staple move for Hail-based teams.
In competitive play, Blizzard can be an option for Ice types outside of Hail teams. Blizzard can also be used as a coverage move. However, because of its lower accuracy, Blizzard is often replaced by Ice Beam. Therefore, Blizzard is rarely used outside of Hail teams.
With that said, Blizzard isn’t a particularly good option in the main story. Aside from its low accuracy, Blizzard only becomes available towards the end of the game anyways – and by then you’ll have many better moves to choose from.
