TM13 is given to you by a little girl on the rooftop of the Celadon City Department Store. She’ll give you the TM in exchange for a Fresh Water, which you can purchase from the vending machine on the same rooftop.
You can get TM13 at any point after getting to Celadon City.
Getting TM13 Ice Beam
Starting from the Celadon City Pokémon Center, head west until you reach the big department store building.
Once you enter the department store, head up to the rooftop.
You can get to the rooftop by walking up the stairs on the right side, or by taking the elevator on the left up to the 5th floor and then walking up a flight of stairs that lead to the roof.
Once you’re on the rooftop, go to the vending machine near the top right corner. The vending machines look like tall bookshelves.
Purchase a Fresh Water from the machine. Each Fresh Water will cost 200 Pokédollars.
After buying the Fresh Water, walk over to the little girl near the top of the roof’s railing.
Talking to the little girl reveals that she’s thirsty and wants a drink. Give her the Fresh Water.
In exchange for the Fresh Water, she’ll give you TM13 Ice Beam.

Ice beam is the 2nd strongest Ice-type move in the game.
It’s quite strong at 95 power, and the potential to freeze the opposing Pokémon is a nice bonus as well. And compared to later gens, Freezing was a much more devastating status condition in Gen 1.
In later gens, a frozen Pokémon has a small probability of being unfrozen every turn.
However In Gen 1, the only way a frozen Pokémon could get unfrozen was by getting hit by a Fire type attack that could cause burn, (basically, every Fire type move except for Fire Spin) or if the player used an Ice Heal on their frozen Pokémon.
So Ice Beam is a great move to teach any Ice type Pokémon, and it also works well with any Pokémon with a high special stat.
This is a must-get TM once you reach Celadon in any playthrough.
