You can get TM48 Round by purchasing it for 36 Battle Points (BP) at an Exchange Service Corner within the Battle Subway. The Battle Subway is located in the center of Nimbasa City.
This area is only accessible after you defeat Gym Leader Burgh in Castelia City.
The Battle Subway has seven subway trains that hold a different style of battle. TMs and other items can be purchased with BP at an Exchange Service Corner on each train.
TM48 Round Location (Step-by-Step)
Step 1: Head east from the Nimbasa City Pokémon Center.
Step 2: The large building to the right of the Pokémon Center is the Battle Subway. Enter the building.
Step 3: The entrance to the Battle Subway leads to a circular platform with seven different subway trains.
Enter any subway you’d like – they all have an Exchange Service Corner.
Step 4: After entering the subway, you’ll spot the Exchange Service Corner in the northwest corner. Talk to the clerk on the left.
Step 5: TM48 Round can be bought here for 36BP.

Round is a Special Normal-type move that damages its target at 60 base Power.
When used by two Pokémon during the same turn, the move’s strength doubles to 120 Power on second use. This effect can only be achieved in Doubles and Triples battles.
Because Round is such a situational move, it really isn’t worth the BP to get it during a normal playthrough.
At most, you’re looking at 180 total base Power spread across two moves, which can be achieved in much more effective ways.
It is further held back by its typing, since Normal-type moves aren’t super-effective against any Pokémon.
One benefit that Round does have is that it can be learned by nearly every Pokémon, so it isn’t too difficult to find a Pokémon with high Special Attack to teach it to.
