TM46 Thief is stored in the second basement (B2F) of the Team Rocket HQ in Mahogany Town.

You’ll gain access to the hideout after you deal with the Red Gyarados in the Lake of Rage and talk to Champion Lance upon returning to shore.

Lance will recruit you for a mission to raid the Team Rocket HQ and chase away the criminals. You can get TM46 Thief during the quest, or return for it later.

Prerequisites

The only prerequisite to pick up TM46 is gaining access to the Team Rocket HQ beneath the Souvenir Shop.

Just defeat (or catch) the Red Gyarados in the Lake of Rage north of Mahogany Town, then return to shore and talk to Lance. He’ll be reading a sign a few steps south of the lake.

Answer “Yes” when he asks whether you want to help him take out Team Rocket, and you’re good to go.

Getting TM46 Thief (Step-by-Step)

Step 1: Find the Souvenir Shop north of Mahogany Town’s Pokémon Center.

Step 2: Go down into the Team Rocket hideout (B1F).

Step 3: Now you’ll want to find the stairs leading down to the next floor below (B2F).

Start by walking straight west upon reaching this floor, past the Persian statue.

Then you’ll pass another statue before turning south and walking toward the stairs leading down to B2F.

You’ll most likely be attacked by Electrode, Geodude, and/or Koffing on the way to the stairs.

And you’ll also have to face a few Rocket Grunts as you pass through this area for the first time.

Step 4: Once you take the stairs down to B2F, go all the way east through B2F to find the stairs to B3F.

Step 5: Now on the 3rd basement floor, walk north through the narrow passage to reach another set of stairs leading up to a different area of B2F.

Step 6: Go all the way west through B2F and find the stairs leading down to B3F again.

Just start walking westward through a narrow passage and you’ll eventually reach the next set of stairs.

Step 7: Now take the next flight of stairs directly to your south. These lead back up to B2F.

Step 8: Go south on B2F to find an item on the ground.

This is TM46 Thief, and this is the only copy of Thief that you can get in Pokémon Crystal.

Thief is a unique damage-dealing move that shines for its utility rather than its Power.

It allows the user to steal an opponent’s held item, provided that they’re actually holding something. The move’s user must have an empty held item slot to receive the stolen item, too.

Very few NPC-owned Pokémon hold items in Pokémon Crystal. But Thief can be great to farm held items from wild Pokémon. My favorites include:

  • Chansey: Sometimes holds a Lucky Egg, which boosts Exp. acquisition.
  • Slowpoke: Sometimes holds the King’s Rock, which it needs to evolve into Slowking.
  • Grimer: Sometimes holds Nuggets, which sell for 5000 PokéDollars.

Although Thief’s Power isn’t very high, it can still deal decent damage when used by a Dark-type Pokémon.
