1 Victory Road 2F – On the ground at the northern end of the 2nd floor No

TM07 Hail is located on the far northern end of Victory Road’s 2nd floor. To reach the exact location of the TM you’ll need to move various boulders around using HM04 Strength.

But before you can access Victory Road, you’ll need all 8 Gym Badges and you’ll need to get through Route 22 and Route 23.

TM07 Hail Location (Step-by-Step)

Step 1: Enter Victory Road once you’ve acquired all 8 gym badges in Kanto. You’ll find the entrance to Victory Road at the end of the Indigo Plateau.

Step 2: Now inside Victory Road, you’ll spot a large boulder ahead. Head up above the boulder (you’ll want to push it down & over towards the right side of this floor).

Step 3: Use HM04 Strength on the boulder so that it can be moved.

Step 4: Push the boulder one time to the south.

Step 5: From here, push the boulder again five times to the east.

Step 6: Walk beneath the boulder and push it up two steps to the north.

Step 7: Now that the boulder is against the upper wall, push it to the east until it reaches the next wall all the way on the right.

Step 8: From the eastern wall, push the boulder twice to the north.

Step 9: The boulder should now be to the top-left of the white button.

From here, push the boulder once to the east, then push it down so that it’s resting on the white button.

Step 10: With the button pushed, head west back towards the entrance of this floor.

Step 11: Keep west past the entrance and take the small steps up ahead onto an elevated platform.

Then head east across the elevated path.

Step 12: The elevated path eventually forks west and east.

Take the path leading west and climb down the stairs on that side.

Step 13: Head towards the top-left corner from the bottom of the stairs and then climb up the ladder ahead.

Step 14: Now on the 2nd floor, head south towards the boulder ahead.

Step 15: Use Strength to make the boulder moveable.

Step 16: Now push the boulder two steps to the left.

Step 17: After moving the boulder left, push the boulder two times down to the south.

Step 18: Finally, push the boulder twice to the west to cover the white button.

Step 19: With this button now pressed down with the boulder, head north up the nearby stairs and head onto the elevated path.

Step 20: Walk east across the path, passing the karate trainer.

Step 21: At the end of the path are two sets of steps.

Take the far eastern steps all the way on the right near the blonde NPC.

Step 22: Then from the bottom of the stairs head towards the right & go north up the passageway.

Step 23: Keep north, heading towards the ladder ahead.

Step 24: Still heading north across the cave, veer west past the ladder and then head up & around to follow this pathway towards the east.

This will bring you towards the northern end of the 2nd floor.

Step 25: Continue east across the upper wall and walk past the sandy area.

Step 26: After walking through the sand you’ll see TM07 Hail in a Poké Ball on the ground to the south.

As a weather move, Hail is used to change the conditions of a battle.

Once you use Hail a hailstorm will be created. When there’s a hailstorm in battle, non-Ice-type Pokémon will begin to take damage each turn.

But unlike other weather moves, Hail features few benefits in Generation 3.

There are no items to extend a hailstorm’s duration, and there are no Abilities that benefit from its use.

Ice-type Pokémon receive no direct boost either, other than being immune to the damage Hail inflicts.

So there’s really no need to use Hail, especially considering the lack of Ice-type Pokémon variety in FireRed & LeafGreen.

This move becomes much more usable in future generations of Pokémon games as it receives a few buffs – but in FRLG you would likely be better off simply selling the TM for cash.
