TM17 Protect is found in the long central room of the Kanto Power Plant. You can access the Power Plant by surfing on the water at the end of Route 9 & going down into Route 10.

You’ll need Pokémon that know HM01 Cut and HM03 Surf to reach the plant. Because a cuttable tree is blocking the path to Route 9, and the Power Plant can only be reached by traversing the nearby body of water.

This means the earliest point when you can get TM17 is after you defeat Koga in Fuchsia City.

TM17 Protect Location (Step-by-Step)

Step 1: Fly to the the Cerulean City Pokémon Center and head west to go up & around.

Step 2: Walk over to the left and then head up the path to follow it towards the east, passing in front of the two small houses.

Step 3: Enter the house ahead to the east that’s guarded by a police officer.

Step 4: Exit this house via the hole in the back wall.

Step 5: Now outside of the house, follow the path south.

Step 6: Ahead to the east is a gap in the fence. Follow the path through the gap towards the right.

Step 7: You’ll find a cuttable tree blocking the path here. Use HM01 Cut to remove it.

Step 8: Route 9 is just past the tree.

So from here, head south and hop over just 1 ledge.

Step 9: After clearing the ledge, head east on Route 9.

Step 10: Continue east on the route.

Step 11: Just ahead, Route 9 will open up to the north.

Head north past the bug catcher.

Step 12: Go all the way up, head east, and then veer southeast to hop over the nearby ledge ahead.

Step 13: After clearing the ledge, continue your trek east. You should eventually see a small field of tall grass.

Step 14: Avoid the tall grass and instead head up to a small body of water here.

Then use HM03 Surf on the body of water and start surfing towards the east.

Step 15: Follow the body of water, first towards the east and then turn to follow it down south.

Step 16: Continue south across the water, passing the tall grass.

Step 17: When the water path ends you should see a strip of land where you can disembark.

Step 18: Head west here to enter the Power Plant.

Step 19: Once you’re inside, head north from the Power Plant’s entrance.

Step 20: Continue north through the plant, walking into the next room.

Step 21: Head into the next room ahead to the east.

Step 22: After passing through the into this room, continue east through the door directly southeast of your position (you’ll see some yellow barrels in this room).

Step 24: You’ll find TM17 Protect in a Poké Ball on the ground at the end of the row of barrels.

Protect is a Normal-type Status that is more popular in competitive play than in a single-player playthrough.

Since Protect provides immunity against all attacks, it is both reliable and versatile as the cornerstone of many strategies in competitive play.

The move’s use is fairly simple:

After using Protect, the user is shielded against all attacks used that same turn. Protect’s priority is +3, meaning that it’s almost guaranteed to go first before any other attack.

While it can be used multiple turns, Protect becomes much less viable after each use. After the first use, Protect’s success rate falls by 50% each time.

Because of this, the move is really only viable for one or two turns.

The lowest success rate that Protect drops down to is 12.5%.

With that being said, just one use of Protect can go a long way.

Protect is frequently used as part of a stall strategy, which focuses on slowly lowering your opponent’s HP with status-inflicting moves like Toxic. Using Protect will guarantee at least one more turn of HP loss for your foe, unless your opponent switches out their Pokémon.

Whether this is worth using in your playthrough is really up to your team and your battle strategies. But if you don’t find much use for the TM then it can be worth selling for some extra cash.
