TM37 Sandstorm can be found at the southern end of Victory Road’s 2nd level. You can reach the TM on your first visit to Victory Road, but you’ll need to bring a Pokémon that can use Strength to solve a couple boulder puzzles.

Several checkpoints precede Victory Road’s entrance, so you’ll need to have all 8 Gym Badges and then head west from Viridian City to start approaching the Indigo Plateau. After that you’ll find Victory Road to the north.

TM37 Sandstorm Location (Step-by-Step)

Step 1: Enter Victory Road from the end of the Indigo Plateau.

Step 2: Just north of Victory Road’s entrance is a large boulder. Head above the boulder.

Step 3: Use HM04 Strength on the boulder so that it can be moved.

Step 4: Push the boulder down once to the south.

Step 5: Next, push the boulder five times to the east.

Step 6: Move below the boulder and push it up two steps to the north.

Step 7: The boulder will now be sitting against the northern wall.

From here, push it to the right until it reaches the wall all the way to the east.

Step 8: From the eastern wall, move the boulder up two times to the north.

Step 9: From here, push the boulder once to the east.

Step 10: Then finally move the boulder down south to have it rest top of the white button.

Step 11: Now that the button is being pressed down by the boulder, head west and backtrack towards the entrance.

Step 12: Continue past the entrance and take the small steps up onto the elevated path.

Then head east on this elevated pathway.

Step 13: The elevated path eventually forks to the left and to the right.

Take the path on the left and walk down the set of stairs.

Step 14: Up ahead to the north is a ladder. Take this ladder to the 2nd floor.

Step 15: Now on the 2nd floor, head south towards the boulder ahead.

Step 16: Use HM04 Strength to move the boulder.

Step 17: Using Strength, push the boulder two times to the left.

Step 18: After pushing the boulder west, move the boulder down twice to the south.

Step 19: Finally, push the boulder two times to the left so it’ll land on the button.

Step 20: Now that the button is pressed, head up the stairs onto the nearby elevated path.

Step 21: Head east across the path, passing the karate trainer.

Step 22: At the end of the path are two staircases. Take the first set of stairs you see and then head west.

Step 23: You’ll come across another white button to the west, but we don’t need to do anything here for the TM.

Because directly above the button is a Poké Ball on the ground containing TM37 Sandstorm.

When Sandstorm is used, the weather conditions in the battle are changed and a sandstorm will pelt both Pokémon each turn.

The effects of the storm mostly affect non-Ground-, Steel-, and Rock-type Pokémon. So all other typings will lose a little of their HP each turn.

Here are some key takeaways regarding Sandstorm:

  • Using Sandstorm causes sandstorm conditions. This event lasts 5 turns or until another type of Weather move is used.
  • Pokémon that have types of Ground, Steel, or Rock will not take damage. All other typings will take damage each turn. The sandstorm will inflict damage equal to 1/16th of a Pokémon’s HP each turn.
  • Pokémon with the Sand Veil ability benefit from Sandstorm. During sandstorm conditions, each incoming attack’s Accuracy is lowered by 20% as Evasion is increased.

Pokémon with the Sand Veil ability stand to gain the most out of Sandstorm.

Not only will most opposing Pokémon take damage from the storm, but they’ll also struggle to land attacks. A 20% increase in Evasion is a massive advantage in battle.

The Diglett and Sandslash evolutionary lines can all have the Sand Veil ability in FireRed & LeafGreen. Unfortunately, Diglett cannot be taught TM37 in these games – but Sandslash can.

It is worth mentioning that Sandslash also learns Sandstorm via level-up, but not until level 62.
