TM48 Skill Swap is located in the waters off of Route 12 on a small piece of land. You can access this route by heading south from Lavender Town.
But since you have to cross the water to reach TM48, you’ll need a Pokémon that can use HM03 Surf outside of battle.
This means the earliest point when you can get this TM is after you win the Soul Badge from Koga in Fuchsia City.
TM48 Skill Swap Location (Step-by-Step)
Step 1: Starting at the Lavender Town Pokémon Center, head south.
Step 2: Continue south through the town and take the southernmost exit.
Step 3: This southern path leads to a pier. Continue south across the pier.
Step 4: Head through the guard house ahead to reach Route 12.
Step 5: Now on Route 12, continue south from the guard house’s exit.
Step 6: Up ahead to the south you’ll spot a fisherman facing the water.
Use Surf next to him to cross the water and disembark on the small patch of land nearby.
Step 7: Once you land on the small island you can pick up TM48 Skill Swap on the ground there.

Skill Swap is a Psychic-type Status move that forces the user and target to switch Abilities.
The purpose of the move is to force a detrimental Ability onto your opponent, or to remove an Ability that is a large source of the target’s strength.
In competitive play, Skill Swap has very little use.
It is a much more reliable strategy to instead use the Ability and moves that suit your playing style the best, rather than attempt to put your opponent in a difficult and unpredictable situation.
Plus, the effects of Skill Swap are dropped once the affected Pokémon is switched out of battle.
Although in future Pokémon games beyond FireRed & LeafGreen, Skill Swap is much more viable with certain Abilities such as Truant and Normalize.
