In Pokemon Omega Ruby and Alpha Sapphire, there are two different ways to obtain Dragon Scales. The simplest method is to get a scale within Sky Pillar. Specifically, it’s located on the north side of the second floor.
Alternatively, you can use Thief to steal Dragon Scales from wild Horsea and Seadra, which can be found by fishing on Route 130 through Route 134.
Method 1 – Sky Pillar (One-time Only)

Sky Pillar is the multi-level tower where you’ll find Rayquaza. As one of the last unlockable areas in the game, Sky Pillar can only be accessed toward the end of The Delta Episode.
If you already have access to Sky Pillar, you can easily get a Dragon Scale for free. To get it you need to climb the northern ladder on the first floor to reach this isolated corner of the second floor.
Tip: To leave Sky Pillar quickly after you get the item, bring a Pokémon with Dig or an Escape Rope.
Step 1: Begin by stepping into Sky Pillar’s tower entrance.

Step 2: After entering Sky Pillar, proceed northward in the hallway which leads to the main room.

Step 3: Navigate to the northeast path opening instead of using the ladder in the center.

Step 4: Pass through the narrow opening in the rubble, going northwest.

Step 5: Keep going west under the second floor until you find a ladder. Go up it.

Step 6: On the isolated segment of the second floor, go to the end and pick up the Dragon Scale in the corner.

Method 2: Stealing from Wild Horsea or Seadra

Dragon Scales can also be obtained as a held item on wild Horsea and Seadra. You can find either of these Pokémon by fishing with the Super Rod in any of the following water routes:
- Route 130
- Route 131
- Route 132
- Route 133
- Route 134
Tip: Remember to bring a Pokémon that knows HM03 Surf in your party when you revisit these routes.
When you encounter either of these Pokémon, there’s a 5% chance they will be holding a Dragon Scale. To take the item just use a Pokémon that knows TM46 Thief.

DexNav Detector Mode

To increase the chances of finding a Dragon Scale, you can also use your DexNav’s Detector Mode.
After catching a specific species of Pokémon, you can use the DexNav to track more of the same species in the wild.
The DexNav’s search level increases with each encounter with this Pokémon, regardless of whether you catch it or not. As this level rises, the likelihood of encountering wild Pokémon carrying items also increases.
How Dragon Scales Work

The Dragon Scale is a held item classified as an Evolution Item and has no effect in battle.
It’s a unique item specifically designed for Seadra’s evolution. When a Seadra holding a Dragon Scale is traded, it will evolve into Kingdra. Once the trade is completed the Dragon Scale is consumed and disappears.
