TM25 Thunder can be found inside the Power Plant on Route 10. The TM is located in a spot near the bottom right corner of the inside of the building, sitting next to a set of white squares.

But you’ll need a Pokémon that knows HM03 Surf to reach the Power Plant. You’ll also need to defeat Fuchsia City Gym Leader Koga and get the Soulbadge to use Surf outside of battle.

Prerequisites

This is what you need to do before you can get TM25:

  1. Obtain the Soulbadge by defeating Koga in Fuschia City
  2. Obtain HM03 Surf from the man in the secret house of the Safari Zone in Fuschia City
  3. Have a Pokémon in your party that knows Surf
  4. Have a Pokémon in your party that knows Cut (If heading to Route 10 from Cerulean City)

Getting TM25 Thunder

Starting from the Route 10 Pokémon Center, head north towards the grass.

Once you reach the grass, head northwest towards the water.

Once you reach the water, use a Pokémon that knows Surf to get onto the water. Then head east until the water bends.

Once you hit a wall, head south until the water bends again.

Once you reach the bend in the water, head west onto land and keep heading west until you see a sign above you.

Once you see the sign, head up towards the Power Plant.

There’s a Pokémaniac to your right, but you can avoid him by walking close to the rock on your left.

Once you’re inside the Power Plant, head north until you reach a set of machines.

At the machines, head north some more until you reach a gap in the black wall on your right.

At the gap in the wall, head east until you’re facing a set of rocks.

At the rocks, head south until you reach a gap in the black wall above a row of four machines.

Once you reach the gap in the wall, head east until you reach a gap between a huge bunch of rocks.

At the gap between the rocks, head south until you reach a row white cubes on the ground.

There should be a Pokéball to your left on the ground. This Pokéball contains TM25 Thunder.

Effect Has a 10% chance of paralyzing the opposing Pokémon.

With 120 power, Thunder is the strongest Electric type move in the game.

However, the move’s usefulness is held back by its 70% accuracy.

So while Thunder can often result in some one hit KO’s, it’s somewhat high potential to miss might let you down in a tough situation.

If you’re looking for a strong Electric type move, you might want to consider using Thunderbolt instead. It’s got 100% accuracy, also has a 10% chance of paralyzing the opposing Pokémon – and with 95 power it can also deal massive damage.
