TM31 Mimic is given to you by a little girl nicknamed Copycat who lives in Saffron City. Her house is near the top left corner of Saffron City, and she can be found in her room upstairs.
The Copycat girl will give you TM31 Mimic in exchange for a Poké Doll.
You can buy a Poké Doll on the 4th floor of the Celadon City Department Store for 1000 Pokédollars.
Prerequisites
This is what you need to do before you can get TM31:
- Go to the Celadon City Department Store and buy a Poké Doll on the 4th floor for 1000 Pokédollars
- Defeat Giovanni at the Silph Co building in Saffron City
Getting TM31 Mimic
Step 1: Getting the Poké Doll
Starting from the Celadon City Pokémon Center, head west until you reach the right side of the department store.
Once you enter the department store, head up to the 4th Floor.
You can get to the 4th floor by walking up the stairs on the right side, or by taking the elevator on the left up to the 4th floor.
Once you’re on the 4th floor, walk over to the cashier near the center of the floor and talk to him.
Select the Poké Doll from the purchasable items list. A Poké Doll will cost you 1000 Pokédollars.
Step 2: Visiting the Copycat Girl
Starting from the Saffron City Pokémon Center, head west until you reach the end of the path.
At the end of the path, head north until you reach a house with no doors.
Right next to the doorless house, is the house of the Copycat Girl. Head inside.
Once you enter the house just head upstairs to the Copycat girl’s room.
The Copycat girl will be wandering around her room. Go up and talk to her.
She’ll notice the Poké Doll you have, and you’ll then give it to her as a gift. In return, she’ll give you TM31 Mimic.

In Gen 1, Mimic lets you see the opposing Pokémon’s move list and select a move to copy. So not only can you potentially take a powerful attack from an opposing Pokémon, but revealing their moves can also help you strategize new ways to beat them.
Another quirk of Gen 1 Mimic is that the PP of the copied move is the same as Mimic’s PP after it’s been used.
For example, if Mimic would’ve had 9 PP after successfully using it, then the copied move will also have 9 PP. Even if the copied move’s max PP is lower than that of Mimic’s, it will still have Mimic’s PP after being copied.
There’s a number of Pokémon in the game who have good stats but a weak learnset. For these kinds of Pokémon, Mimic might be a good move to teach.
However, keep in mind that the usefulness of Mimic’s copying abilities is dependent on the moveset of the opposing Pokémon you’re fighting.
