TM48 Rock Slide is given to you by a little girl on the rooftop of the Celadon City Department Store. She’ll give you the TM in exchange for a Soda Pop. And luckily you can purchase some Soda Pop from the vending machine on the same rooftop.
So you can get TM48 at any point after getting to Celadon City.
Getting TM48 Rock Slide
Starting from the Celadon City Pokémon Center, head west until you reach the department store.
Once you’re in front of the department store, head inside.
Once you enter the department store, head up to the rooftop.
You can get to the rooftop by walking up the stairs on the right side, or by taking the elevator on the left up to the 5th floor and then walking up a flight of stairs on the right side of the 5th floor.
Once you’re on the rooftop, go to the vending machine near the top right corner.
Purchase a Soda Pop from the machine. Soda Pop will cost 300 Pokédollars.
After buying the Soda Pop, walk over to the little girl NPC that’s wandering around the rooftop.
Talking to her has her telling you that she’s thirsty and wants a drink. Give her the Soda Pop.
In exchange for the Soda Pop, she’ll give you TM48 Rock Slide.

Rock Slide is the strongest Rock type move in the game.
Although this isn’t saying much considering the only other Rock type move in Gen 1 was Rock Throw at 50 power.
Unlike in later gens where Rock Slide has a 30% chance of causing the opposing Pokémon to flinch, Rock Slide in Gen 1 only deals damage.
In spite of the move lacking an additional effect, Rock Slide is still a good move to teach if you have a Rock type Pokémon on your team.
