TM39 is given to you by a girl in a giant gate transition building on Route 12. She’s on the 2nd floor of the building near the binoculars.

You can get TM39 at any point after getting to Lavender City.

Getting TM39 Swift

Starting from the Lavender Town Pokémon Center, head southwest, until you reach the southwest corner of Lavender Town.

Once you’ve reached the corner, head east until you’re in between two large rocks. This will bring you to Route 12 below.

Once you’re between the rocks, head south through the gap onto Route 12.

Follow the path south until you’re in front of a giant gate building. Enter the building.

Once inside, walk up the stairs on the right.

Once upstairs, walk up and talk to the lone girl on the 2nd floor. She’ll then give you TM39 for free.

The main draw of Swift is that it never misses its target.

In Gen 1 specifically, Swift will even hit Pokémon during the “invulnerable” stages of moves such as Fly and Dig.

At 60 power, Swift may only be moderately strong, but the guarantee of a hit definitely makes it a move to consider.

If you’ve got a Normal-type Pokémon on your team with a good Attack stat, then Swift makes for a good move choice.
