The Igloo Hotel is a Winter unique building that you can build from the Cities: Skylines Snowfall DLC. Unlocking it requires you to do a few specific things:
- Play on a winter map with dynamic weather on
- Build a Skating Rink
- Build an Ice Sculpture Park
- Build a Snowcastle Restaurant (which is a separate unique building)
- Unlock the Tiny Town* milestone (360 – 1,500 population, depending on the map)
*Although the Winter tab of the Unique Buildings menu is available starting at the Worthy Village milestone, you’ll need to reach Tiny Town to build the skating rink and ice sculpture park.
Once you’ve completed these tasks, you’ll be able to build the Igloo Hotel from the Winter tab for ₡200,000.

Task #1: Building the Skating Rink and Ice Sculpture Park
These two buildings are far easier to obtain, as they’re fairly inexpensive parks and easy to create at any time.
You’ll find both the skating rink and ice sculpture park by going to the Winter tab of the Parks & Plazas menu. Simply build one of each.

Task #2: Unlocking and Building the Snowcastle Restaurant
The Snowcastle Restaurant requirement will be the most difficult part of getting your Igloo Hotel, since the restaurant is itself a unique building with its own unlocking requirement.

Unlocking the Snowcastle Restaurant requires 200,000 units of snow to be covering your roads (concurrently). This mostly just requires waiting for snow showers and snow storms to gradually cover your roads, and not building the facilities to clear them out (snow dumps).
However, the snow will slowly melt even without being cleared by city services.
So reaching 200,000 units can take a while if your city isn’t very big yet.
You can help things along by building long stretches of roads (that you may or may not need yet), that way there’s more room for the snow to accumulate.
Once you hit 200,000 units, you can build the Snowcastle Restaurant from the Winter Unique Buildings tab for ₡165,000.
