TM14 Blizzard can be found in the Pokémon Mansion’s basement. The Mansion is located on Cinnabar Island, so you’ll need HM03 Surf to reach the island and get into the Mansion.

This means the earliest point when you can get the Blizzard TM is right after you’ve earned your Soul Badge from beating Koga in Fuchsia City.

There are no other ways to obtain more copies of TM14 in the game.

TM14 Blizzard Location (Step-by-Step)7

Step 1: Head up from the Cinnabar Island Pokémon Center and wrap around towards the western edge of the island.

Step 2: The building across from the Gym is the Pokémon Mansion – head inside.

Step 3: From the Pokémon Mansion entrance, head north going up the carpet.

Step 4: At the end of the carpet is a set of stairs. Take these stairs to the 2nd floor.

Step 5: At the top of the stairs is a Mewtwo statue. Press the statue to unlock the room up above.

Step 6: Head east from the statue, then veer north to head up a hallway.

Step 7: Continue north across the 2nd floor until you see an opening on the left-hand side – then head into that opening (it’s just past a pile of rocks on the ground).

Step 8: Just ahead to the north is another set of stairs. Take these stairs to the 3rd floor.

Step 9: On the third floor press the next Mewtwo statue. It should be easy to see right at the top of the 3rd floor staircase.

Step 10: Head south from the statue and enter the room that was just unlocked.

Step 11: Continue south and walk directly off the balcony on the left-hand side.

Step 12: The balcony will drop you back to the 1st floor. After landing, head south past the scientist.

Step 13: Another set of stairs lie ahead to the southeast. Take these stairs to the basement.

Step 14: Once you’re in the basement, head north from the bottom of the basement stairs.

Step 15: Go up & wrap around to enter the room on the other side of the wall to the west.

Step 16: Press the Mewtwo statue in this room. You’ll find it located in the southeast corner of the room.

Step 17: Now walk towards the left and head through the doorway directly west from the statue.

Step 18: After passing through the door, veer north and head up the passageway here, turning east to eventually pass by the locked door.

Step 19: Go all the way to the eastern side of this floor and you’ll see that the gate/door on this side is now unlocked.

So once you hit the far right-hand wall, just turn and head north through the open pathway.

Step 20: Continue walking up through the hallway into the next unlocked room ahead.

Step 21: Press the Mewtwo statue in this room.

Step 22: After pressing the statue, turn around and leave this room, then head left down the hallway here.

Step 23: While walking down the hallway, enter the first room you pass by.

Step 24: TM14 Blizzard will be on the ground in a Poké Ball on the right side of this room.

Blizzard is a Special Ice-type move that deals great damage at the cost of poor Accuracy.

And because it only has 5 PP, you’d be lucky to land the move 3 out of 5 uses.

With that said, here are ways to bypass Blizzard’s poor Accuracy.

When you use this move during a hailstorm, Blizzard is guaranteed to hit. The best way to generate hail conditions is with the Ice-type move Hail, which is also a TM that you can get in Victory Road (TM07).

Who To Teach Blizzard To

Only Jynx and Articuno are able to learn Blizzard via level-up. So if you want anyone else in your party to learn the move then be sure to grab TM14 when you reach Cinnabar Island & the Pokémon Mansion.

But let’s say you’re looking to use Hail and Blizzard together.

There are actually several non-Ice-type Pokémon that can learn both moves via TM. Some notable options include Blastoise, Poliwrath, Chansey, and Kangaskhan.

Although thanks to STAB damage, Blizzard does work best in the hands of an Ice-type. So don’t hesitate to teach it to an eligible Ice-type Pokémon like Lapras, Cloyster, or Dewgong.
