The only copy of TM03 Water Pulse is located deep in the Ravaged Path that bisects Route 204. You’ll need the Hidden Moves Rock Smash (HM06) and Surf (HM03) to reach this TM’s location.
Water Pulse is a damage-inflicting, Water-type special move. It also has a 20% chance of confusing the target.
TM03 Water Pulse Location (Step-by-Step)
TM03 Water Pulse is in the far northeastern corner of the Ravaged Path, which is a small cave in the middle of Route 204, located between Jubilife City and Floaroma Town.
The quickest way to reach the cave is to start in Jubilife City and head north.
Exit Jubilife City through the northern entrance. This will take you out onto Route 204.
Head all the way north until you come to the mouth of a cave. This is the Ravaged Path, so head inside.
Once you are in the cave, take a left down the corridor, using Rock Smash on the rock that’s in the way.
Keep going left and you will find yourself in a chamber with a bunch of breakable rocks, and a stream to the north.
Use Surf on this stream, and follow the course the water takes going up.
Ignore the terrain to the left, and continue heading northeast up the stream.
Continue Surfing up the stream as it makes multiple turns to the north and east.
At the end of the stream you will come to a small patch of dirt, where TM03 Water Pulse will be visible as a Pokéball item.
This is the only copy of TM03 Water Pulse in the game, so be certain about which Pokémon you want to teach it to before you use it.

Water Pulse is the only Water-type move that can cause confusion.
Its lower base power of 60 feels like a tradeoff for only a 20% chance of inflicting the confusion status.
But teaching it to a Water-type Pokémon with a high Special Attack stat, like Blastoise, Milotic, or Slowking, can make it much more capable as an attack.
Miscellaneous information about Water Pulse:
- Starting with the Gen VI games, Water Pulse’s chance of inflicting confusion can be boosted by 50% if the user has the ability Mega Launcher.
- If used in a Pokémon Contest in the Beauty category, Water Pulse will earn the user 2 Appeal Points, plus 2 bonus Appeal Points if the user is the first Pokémon to act on that turn.
- It can also be used as part of a combination, earning 3 bonus Appeal Points if the Pokémon used Rain Dance on the previous turn.
