You can buy TM09 Venoshock from the Technical Machine Shop in Konikoni City. This shop also sells other four TMs: TM40, TM47, TM51 and TM78.

Konikoni City is located on Akala Island, and becomes accessible once you complete the Lush Jungle trial.

Venoshock is a damage-dealing move that doubles its base power when used on a poisoned Pokémon. In other words, Venoshock requires a previous setup in order to be truly effective.

In competitive play, Venoshock’s lack of base power means it’s not a very popular option. Sludge Wave is a much more reliable alternative as a special damage-dealing Poison move.

When combined with Toxic Spikes or Toxic, Venoshock packs some significant power. However, this strategy requires a full turn of setup. A quick switch-in to a Poison or Steel-type Pokémon is an easy workaround to deal with Venoshock.

But for a casual main story playthrough, Venoshock is far more useful.

TM09 becomes available fairly early in the game. With 65 Base Power, Venoshock is one of the best Poison-type moves at that point. The move will still hit quite hard even without the secondary effect.
