TM02 can be found in two locations, both in Celadon City:

1. You can buy unlimited copies of TM02 at the Celadon Dept. Store for 2,000 Pokédollars.

2. Or you can find one copy of TM02 at the Rocket Hideout inside the Celadon City Game Corner. The TM is on the 4th basement floor in the northwest corner next to a set of tables.

The only prerequisite here is that you just need to have access to Celadon City.

Getting TM02 Razor Wind

Location #1: From the Celadon City Department Store

Starting from the Celadon City Pokémon Center, head west until you reach the right side of the department store.

Once you enter the department store, head up to the 2nd floor.

You can get to the 2nd floor by using the elevator on the left or going up the stairs on the right.

Once you’re on the 2nd floor, go to the cashier’s desk in the center of the room and talk to the cashier on the right.

TM02 will be available for sale here, and it will cost you 2000 Pokédollars.

Location #2: Inside the Rocket Hideout

Go into the Celadon Game Corner and take the secret entrance in the back to reach the Rocket Hideout.

Then from there head down the stairs right next to you.

After heading down the stairs to the 2nd basement floor, walk around the black wall on your left and then head up until you see a set of stairs going down again.

There’ll be a Rocket nearby, but he can be avoided if you walk to the right of him.

Head down the stairs here leading to the 3rd basement floor.

After heading down the stairs to the 3rd basement floor, head southwest until you reach a set of arrow panels.

Once you reach the arrow panels you’ll need to follow them in a particular order. Here’s how to get through them:

First walk onto the left arrow panel. Then once you stop, walk south a bit and onto a right-facing arrow panel.

Once you’ve stopped, walk southwest and step onto the right arrow panel just below a set of blocks – it will be the 3rd arrow panel down from your current position.

Once you’ve stopped, walk south around the black wall below and then head east until you see a staircase. Head down these stairs to the 4th basement floor.

Once you’re downstairs on the 4th basement floor, just head northwest until you reach a room with a Pokéball on the ground in the corner. This is TM02 Razor Wind.

Razor Wind Details + Uses

Effect User “makes a whirlwind” on turn 1 and attacks on turn 2.

The major downside is that Razor Wind takes a turn to charge before attacking.

While the move is powerful, two turn attacks like Razor Wind give your opponent an opportunity to counter.

Using Razor Wind can also leave your Pokémon an easy target for attacks and status inflicting moves such as Thunder Wave or Hypnosis.

Its accuracy is also somewhat low at 75%.

So compared to the other 2-turn attacks in Gen 1 like Skull Bash or Sky Attack, Razor Wind has the lowest power and accuracy. Which means it’s probably better to sell TM02 for cash rather than use it on your team.

If you’re looking to teach your Pokémon a strong normal-type attack, other moves such as Mega Punch, Double-Edge, and Body Slam are far better options than Razor Wind.
