TM07 Horn Drill can be found in two locations, both in Celadon City:
First you can buy this TM at the Celadon City Dept. Store on the second floor for 2,000 Pokédollars. This is the easiest way to get the TM since it’s also repeatable.
But inside the Rocket Hideout in the Celadon City Game Corner you’ll also find a free copy of this TM. It’s near the top left corner of the 2nd basement floor.
Getting TM07 Horn Drill
#1: Inside the Rocket Hideout
Once you’re inside the Rocket Hideout, head down the stairs right next to you.
After heading down the stairs to the 2nd basement floor, walk around the black wall on your left and then head north until you see a set of arrow panels pointing left.
There’ll be a Rocket nearby, but he can be avoided if you walk to the right of him.
Once you reach the arrow panels, walk onto the lower left arrow panel.
Once you’ve stopped, walk southeast onto the arrow panel facing right.
Once you’ve stopped, just walk over to the nearby Pokéball containing TM07.
#2: From the Celadon City Department Store
Starting from the Celadon City Pokémon Center, head west until you reach the department store.
Enter the department store and head up to the 2nd floor.
You can get to the 2nd floor by using the elevator on the left or going up the stairs on the right.
Once you’re on the 2nd floor, go to the cashier’s desk in the center of the room and talk to the cashier on the right.
Select TM07 from the purchasable TM List – it will cost you 2000 Pokédollars.

Horn Drill is an incredibly powerful move that always knocks out a Pokémon with one hit (1HKO). The major drawback is that Horn Drill has an incredibly low accuracy at 30%.
Also, being a Normal type move, Horn Drill doesn’t affect Ghost type Pokémon.
Furthermore, Horn Drill will not work on a Pokémon that’s faster than the user.
While Horn Drill’s promise of one-hit KO’s is tempting, its high miss potential and speed requirements make it a pretty unreliable move in practice. It tends to work best when paired with X-Accuracy in battle.
