TM17 can be found in two locations in Pokémon Yellow:

1. You can buy unlimited copies of the TM from the Celadon Dept. Store for 3,000 Pokédollars.

2. Or you can find one copy of this TM on the 2nd floor of Victory Road.

Getting TM17 Submission

Location #1: The Celadon City Department Store

Starting from the Celadon City Pokémon Center, head west until you reach the department store.

Once you enter the department store, head up to the 2nd floor.

You can get to the 2nd floor by using the elevator on the left or going up the stairs on the right.

Once you’re on the 2nd floor, go to the cashier’s desk in the center of the room and talk to the cashier on the right.

TM17 will be available for sale here, and it’ll cost you 3000 Pokédollars.

Location #2: Victory Road

Starting from the inside of Victory Road, walk northwest towards the boulder.

Once you’re behind the boulder, use a Pokémon with Strength to push the boulder east towards a red circular switch.

After pushing the boulder onto the switch, head back to where the boulder originally was and head up the stairs onto the giant rock.

Walk northeast along the rock until the path splits.

At the path split, head down the stairs to your left and then head north until you see a ladder.

There’s a trainer (Cooltrainer♀) nearby, but she can be avoided if you walk beneath her.

There’s also a Cooltrainer♂ near the ladder, but he can be avoided if you walk on his left side.

Head up the ladder to the 2nd floor.

Once you’re on the 2nd floor, walk southeast until you see a boulder.

Once you’re at the boulder, use a Pokémon with Strength to push the boulder southwest towards a red circular switch.

After pushing the boulder onto the switch, head north and up the stairs on the giant rock. Then head southwest to eventually go down another set of stairs on the rock.

There’s a trainer (Blackbelt) nearby, but he can be avoided if you walk above him.

After walking down the stairs, head east until the path bends.

Once the path bends, head northwest until you see a Tamer trainer near a ladder.

Once you reach the Tamer, head northeast until you pass a row of rocks.

Then once you’ve passed the row of rocks, head directly east until you see a Pokéball on the ground containing TM17.

There’s a trainer (Juggler) nearby, but you can just walk around him to reach TM17 without a battle.

Submission Details + Uses

Effect User receives 25% of the damage inflicted to the opposing Pokémon in recoil damage.

Submission is the 2nd strongest Fighting type move in the game. The downside is that the move inflicts recoil damage to the user.

Specifically, the user takes a ¼ of the damage inflicted as recoil damage.

With that said, Submission is a good move to teach a Fighting type Pokémon or a Pokémon with a high attack stat. So it’s generally worth using if you pick it up early enough.
