You can buy rice seeds for this grain from the Furogawa Raccoon Shop, and then you can grow them in your field. Once harvested, you can use the rice to cook at least 3 rice-related dishes. On top of that, you can also turn the rice into flour via the windmill to cook at least 21 flour-related dishes.
Getting Rice Seeds

Start by heading towards the island of Furogawa, on X: -150, Y: 67. This is located on the World Map’s southwest-ish region. Luckily you don’t need any prior ship improvements to reach this island.
Upon your arrival, head to the middle of the island to find the Raccoon Shop, which will sell you rice seeds for 70 glims each.
How To Grow Rice

Once you have some rice seeds, head to your ship and plant them in your field. Then simply water the seeds when prompted until they grow into rice.
If you wish, you can also make your rice seeds grow faster by playing the “Plantasia Fantastica” music minigame. The more correct notes you hit, the more your plants will grow.
Each rice plant you harvest will give you 3 rice, which you can either cook with, turn into Rice Flour, or sell to Raccoon Shops for 75 glims each.
How To Make Rice Flour

After you have harvested some rice from the field, you can take them to the windmill to make rice flour.
Here’s how the process goes:
Step 1: Head inside and go to the mid-level. Here you can put in up to 50 rice gains.
Step 2: Next, go up to the top floor and interact with the square-shaped column. Adjust it until it’s in line with the little wheel, which will get it spinning. Then just keep adjusting to keep that wheel going.
Step 3: Once the grains are milled, go to the bottom floor beside the door and collect your rice flour from the bin. 1 rice is equal to 1 rice flour.
When milling, keep in mind that your sailing location affects your wind speed, which in turn affects how fast the windmill makes flour. For fast results we recommend sailing around stormy waters for the fastest wind speed.
